Arthur F. Pierce, Commissioner of Public Safety

             Mr. Pierce was appointed the Oneida Indian Nation’s first Public Safety Commissioner in 1993.  He is responsible for the coordination of all law enforcement, fire protection, and security services for the government and its various enterprise operations.  As Commissioner, he directs the daily activities of the police and facilities – public works departments.  He is responsible for ensuring compliance with the Nation’s ordinances which includes, enforcement of all codes and regulations pertaining to building construction, fire safety, and environmental matters.

              Mr. Pierce created the Nation’s Police Department in 1993, which was judged “Best Dressed” in the United States the following year.  In 1998, the Oneida Indian Nation Police Department became the first tribal agency in the United States to be nationally accredited through CALEA (Commission on Accreditation for Law Enforcement Agencies).

                Prior to his employment with the Oneida Indian Nation, Mr. Pierce was a 20 - year member of the New York State Police retiring in 1993 with the rank of Captain.  During his State Police career he held a number of investigative and supervisory positions including Special Projects Coordinator with the Bureau of Criminal Investigation.  In that assignment he had statewide operational responsibility for Crime Analysis/Criminal Intelligence, Consumer Product Tampering, Auto Theft, Homicide Assessment and Lead Tracking, Criminal Personality Profiling, and Forensic Sciences.  Additionally, he served as statewide INTERPOL Coordinator for two years, and subsequently was Assistant Director of Training at the State Police Academy responsible for the development, administration, and coordination of all State Police training programs for over 4,100 sworn and 700 civilian personnel.

                 Mr. Pierce is a graduate of the FBI National Academy in Quantico, VA.  He has an A.A.S. Degree in Criminal Justice from Dutchess Community College, Poughkeepsie, New York; a B.S. Degree in Liberal Arts from the University of the State of New York; and a Masters Degree in Public Administration from Sage Colleges, Troy, New York.  He also holds Certificates in Labor Studies and Employee Assistance Programs from the New York State School of Industrial Labor Relations, Cornell University.

                  Mr. Pierce is a member of the FBI National Academy Associates, the Association of Former New York State Troopers, International Association of Chiefs of Police, and the New York State Association of Chiefs of Police.  He is also an advisory council member of the National Law Enforcement and Corrections Technology Center (Northeast Region) and a life member of the Veterans of Foreign Wars.
